El proyecto STOA 'Igualdad lingüística en la era digital: hacia un proyecto de lenguaje humano' fue llevado a cabo por Iclaves con el apoyo de la Universitat Pompeu Fabra a petición del Panel de Evaluación de Opciones de Ciencia y Tecnología, y gestionado por la Unidad de Prospectiva Científica ( STOA) dentro de la Dirección General de Servicios de Investigación Parlamentaria (DG EPRS) del Parlamento Europeo. |

La aparición de nuevos enfoques tecnológicos, como las redes neuronales de aprendizaje profundo, basadas en un mayor poder computacional y acceso a cantidades considerables de datos, están haciendo que Human Language Technologies (HLT) sea una solución real para superar las barreras del idioma. Sin embargo, varios factores, como la fragmentación del mercado, la investigación descoordinada y la financiación insuficiente, están obstaculizando la industria del HLT en Europa, al tiempo que ponen a las lenguas de escasos recursos en peligro de extinción digital. Con base en el análisis del estado actual de las cosas, abogamos por la creación de una iniciativa multidisciplinaria coordinada a gran escala, el Proyecto de Lenguaje Humano Europeo (HLP). Dentro del HLP, se proponen y evalúan once políticas. Estas políticas se agrupan en: políticas institucionales, políticas de investigación, políticas industriales, políticas de mercado y políticas de servicio público. |

The emergence of new technological approaches such as deep-learning neural networks, based on increased computational power and access to sizeable amounts of data, are making Human Language Technologies (HLT) a real solution to overcoming language barriers. However, several factors, such as market fragmentation, uncoordinated research and insufficient funding, are hindering the European HLT industry, while putting under- resourced languages in danger of digital extinction. Based on the analysis of the current state of affairs, we argue for setting up a multidisciplinary large-scale coordinated initiative, the European Human Language Project (HLP). Within the HLP, eleven policies are proposed and assessed. These policies are grouped into: institutional policies, research policies, industry policies, market policies, and public service policies. |
