Esta instrumentalización de la política digital en las relaciones exteriores evidencia la fragilidad de los consensos multilaterales en este campo.<br/><br/>Como propuesta estratégica, se plantea la necesidad de avanzar hacia un marco de cooperación más equilibrado, con mayor transparencia, salvaguarda de los derechos digitales y mecanismos para resolver conflictos sin comprometer la autonomía reguladora de cada región. |
