| Summary, etc. | Este estudio examina el estado actual de la inteligencia artificial generativa (GenAI, por sus siglas en inglés) en la Unión Europea (UE), su potencial transformador y los desafíos que enfrenta. El estudio parte de la necesidad de establecer una terminología común y evaluar el desequilibrio global, marcado por el dominio estadounidense en financiación e infraestructura. También destaca la importancia de impulsar un ecosistema propio de IA que respalde el desarrollo tecnológico con criterios éticos y sociales. Se analiza la cadena de valor de GenAI en Europa, desde la infraestructura y los modelos fundacionales hasta las aplicaciones y sectores estratégicos como automoción, energía renovable y educación. El documento identifica barreras estructurales, como la fragmentación del mercado único, la falta de inversión y las limitaciones en el acceso a datos. Al mismo tiempo, subraya fortalezas como la capacidad investigadora, la comunidad de software abierto y el compromiso normativo con los derechos fundamentales. Incluye un análisis DAFO (debilidades, amenazas, fortalezas y oportunidades) y casos prácticos de uso para extraer aprendizajes aplicables en distintas áreas. Como estrategia de futuro, se recomienda reforzar las capacidades europeas mediante centros de excelencia, inversiones coordinadas, alianzas público-privadas y formación especializada. El informe propone también simplificar marcos regulatorios, fomentar el enfoque “social by design” y garantizar una gobernanza participativa e inclusiva. La UE podría así posicionarse como referente en una IA segura, confiable y alineada con sus valores democráticos.<br/> |
