| Summary, etc. | Meaningful Stakeholder Engagement in Public Procurement for Artificial Intelligence: A Mission Oriented Playbook explora cómo las administraciones públicas pueden incorporar de forma significativa a diversos actores —ciudadanía, organizaciones civiles, academia, sector privado y organismos reguladores— en el proceso de compra de soluciones de IA. Parte del reconocimiento de que la contratación pública de IA no es una adquisición tradicional, sino un proceso complejo que requiere definir objetivos públicos, evaluar impactos a largo plazo y asegurar la integridad institucional y la confianza social.<br/><br/>Durante el desarrollo se propone un modelo basado en enfoque de misión y participación activa. Se estructura el ciclo de contratación en fases: propósito, diseño, suministro e impacto. Se identifican herramientas como el mapeo de agentes, mecanismos participativos diversos (consultas, laboratorios ciudadanos, paneles deliberativos), gobernanza por misiones y plantillas como los «mission canvas» para integrar la participación a lo largo de todo el proceso. También se subraya la necesidad de capacidades institucionales internas, formación multidisciplinar y un liderazgo claro y responsable.<br/><br/>Para concluir, la guía defiende que la participación significativa fortalece la transparencia, la responsabilidad y la alineación de la IA con el interés público. Recomienda reformular la compra de IA como política pública, estructurándola en torno a misiones, legar autonomía al proceso deliberativo, institucionalizar mecanismos participativos y establecer estándares claros de compromiso ciudadano. Esta aproximación asegura una adopción de IA más democrática, ética y sostenible. |
