El estudio combina indicadores técnicos, institucionales, económicos y sociales, estructurados en cinco dimensiones clave: infraestructura digital, capital humano, marco legal, gobernanza de datos y compromiso ético. El informe busca identificar no solo a los países con mayor capacidad tecnológica, sino también aquellos que presentan avances significativos en equidad, transparencia y participación democrática en torno a la IA.<br/><br/>El análisis revela un fuerte desequilibrio entre economías avanzadas y países de renta media o baja. Mientras que Estados Unidos, Canadá, Reino Unido, Corea del Sur y varios países europeos lideran en infraestructura y capacidades de I+D, regiones como América Latina, África y el sudeste asiático presentan debilidades estructurales en conectividad, educación técnica y marcos regulatorios. Sin embargo, el informe destaca iniciativas emergentes de gobernanza ética y uso social de la IA en países como Chile, Ruanda o Indonesia. También se señala que muchos gobiernos aún carecen de estrategias nacionales de IA o de mecanismos para evaluar riesgos algorítmicos.<br/><br/>En conclusión, el informe plantea que la preparación para la IA no puede medirse únicamente por avances técnicos, sino por la capacidad de integrar principios democráticos, protección de derechos y visión a largo plazo.
