Elaborado por el Centro Común de Investigación de la Comisión Europea (JRC), se dirige sobre todo a las ciudades de la misión europea de ciudades climáticamente neutras, aunque también puede servir de referencia a otras administraciones locales. Su objetivo es aclarar qué deben entender las ciudades por emisiones residuales, cuándo resulta legítimo compensarlas y cómo deben contabilizarse las absorciones de carbono y los créditos asociados.<br/><br/>El documento destaca que la prioridad debe seguir siendo la reducción de emisiones en origen, reservando la compensación únicamente para aquellas emisiones que sean realmente difíciles de abatir. Señala que las ciudades pueden recurrir a absorciones dentro de su territorio o a créditos externos de eliminación de carbono, siempre que cumplan criterios estrictos de calidad, permanencia, trazabilidad y ausencia de doble contabilidad. También subraya la importancia de la transparencia, la integridad ambiental y la consideración de beneficios y riesgos sociales.<br/><br/>El informe concluye que una estrategia urbana creíble de emisiones negativas debe apoyarse en una definición rigurosa de las emisiones residuales, una contabilidad clara y decisiones públicas bien justificadas."<br/> |
