Examina las capacidades necesarias para desenvolverse en una sociedad cada vez más digitalizada y permite identificar diferencias relacionadas con variables personales, sociales, educativas o territoriales. El recurso resulta relevante para analizar la inclusión digital, la autonomía en el uso de la tecnología y las desigualdades que pueden limitar el acceso efectivo a oportunidades, servicios e información. También aporta una base para orientar políticas de formación y capacitación.
