Analiza enfoques como los escenarios, el backcasting y la prospectiva institucional, combinando anticipación de largo plazo, deliberación pública y toma colectiva de decisiones. A partir de revisión bibliográfica y experiencias de la Comisión Europea, Gales y Taiwán, examina su aplicación en consultas, asambleas deliberativas y plataformas digitales. El estudio propone criterios de inclusión, trazabilidad y reciprocidad para ampliar la diversidad de voces y mejorar la calidad deliberativa, y ofrece un marco operativo para integrar estas metodologías en procesos participativos y avanzar hacia una democracia anticipatoria. |
