El informe se estructura en capítulos temáticos que examinan una cuestión en todos los Estados miembros. La primera sección comienza con la conectividad, seguida por el capital humano, antes de pasar al uso de Internet, la digitalización de la industria y el servicio público digital y finalmente la I + D en TIC. A esto le siguen los capítulos de los países, cada uno de los cuales se ve en el mismo orden en las mismas ediciones, excepto en I + D, que no está cubierto a nivel de los Estados miembros

The report is structured in thematic chapters that examine one issue across all Member States. The first section starts with connectivity, followed by human capital, before moving on to internet usage, the digitisation of industry and digital public service and finally R&D in ICT. This is followed by country chapters, each of which looks in the same order at the same issues, except for R&D, which is not covered at the level of Member States.
