In the context of its review of the wholesale roaming market, the EC has commissioned TERA Consultants to build a bottom-up (BU) cost model to estimate the costs of providing wholesale roaming services for a mobile network operator in 29 European Economic Area (EEA) countries. Even if roaming services make use of international transit networks and home/call destination networks, the cost modelling project focuses on wholesale roaming costs for the visited networks. The costs of roaming voice, SMS and data services in the visited network are analyzed
