It has become an internationally recognised study that sheds light on eGovernment in 36 European countries by evaluating so-called life events based on specific indicators. Life events include packages of government services that support citizens or entrepreneurs through key points of their lives, such as the birth of a child or starting a business. The Commission's global eGovernment maturity percentage for 2021, taking an average of the 36 countries, is 68%, and the most digitally enabled government is Malta at 96%. Overall, 81% of the evaluated services are already available online. While the pandemic served as a catalyst for digitization in some areas, the crisis has not been a panacea for digitally transforming public administrations, and significant disparities remain, such as: 85% of central government services are available online, compared to 59% of local services. 91% of business services are online, compared to 77% for citizens.
