Information and communication technologies are increasingly important for governmental agencies and PES are no exception. From being ‘simple’ tools to improve processes in back offices or service delivery in front offices, technologies have become integral parts of the organisation. However, most PES were not designed to be digital organisations. As a result, technologies are fragmented across organisational units, resistance hampers adoption, and lack of knowledge hampers technological innovation.
