520 _aSince the last revision of the framework in 2009, the electronic communications sector has significantly evolved. Voice telephony, although still important in revenue terms, represents today only a small fraction of the overall electronic communications traffic. New services delivered over the internet have captured a significant portion of the value chain and increased dramatically the demand for data, pushing the limits of existing infrastructures. Consumers and businesses expect their connectivity to be fast, ubiquitous, reliable and secure. Within the next decade, in addition to human users, billions of objects will be connected to the internet and exchange terabytes of data. To take the next steps of this evolution, Europe needs massive deployment and take-up of very high capacity networks, in rural as well as in urban areas. These networks will make extensive use of optical fibre, 5G technology and large blocks of radio spectrum. With the European Electronic Communications Code ('the Code'), Europe is modernising its regulatory framework to respond to these challenges by stimulating sustainable competition, driving investments, reinforcing the internal market and strengthening consumer rights. The new regulation on the Body of European Regulators for Electronic Communications (BEREC) is an integral part of this revision. BEREC will support the application of the new rules in a coherent way throughout the Union.
